i got an email from the today, no dice :( they don't send them to people outside of Orange County and parts of LA :( heres the email I got:

Thank you for your interest in helping clean the air, however, membership in the Clean Air Congress is limited to residents within the jurisdiction of the South Coast Air Quality Management District: all of Orange County and the urban portions of Los Angeles, Riverside and San Bernardino counties in the State of California. This campaign has been designed as a public service to create awareness to the air pollution problems within our region and serves to educate our residents on the serious health impacts and how they can be involved on a local level.
